Wolves, Sheep, and Fences: An Institutional Approach to Corruption
On December 9, 2011, CIPE Regional Director for Africa and the Middle East Abdulwahab Alkebsi published an article in Real Clear World titled "Wolves, Sheep and Fences: An Institutional Approach to Corruption," describing a local analogy that explains corruption's continued existence in Iraq.
"On a recent trip to Iraq, I had a conversation about corruption that I will never forget. The weathered face of the Iraqi man before me suggested he had seen much. In all likelihood, as he approached the twilight of his life, the corruption that plagues his country has literally dampened his ability to fulfill his potential.
Our conversation, which had originally focused on the political and economic conditions contributing to Iraq’s rampant corruption, had veered from politics to nature. “You can’t stop wolves from eating sheep,” he told me, as if many times he had tried."
This issue of CIPE’s OverseasREPORT highlights the core CIPE theme of democratic governance – the decision-making processes that translate citizens’ preferences into policy actions and allow democracies to deliver for their people.
From developing a proposed freedom of information act in Egypt to building institutions that make property markets work in China, Armenia, the Philippines and Russia, this issue shows the many forms that democratic governance can take.
In addition, this issue also features an article by CIPE Executive Director John D. Sullivan on the key linkages between economics, democracy, and governance, and how these linkages affect economic growth.
